I think we should bluff any river card - broadways will be scare cards if he has a small pair, random bricks will be bad cards if he has a missed draw himself, etc. So what I'm trying to say is I think any river is gross for enough of his range, and we're at the lowest we can ever be in our range, such that a bluff is worth it.
Also, you say people shouldn't raise JT QT QJ type of hands on the turn - I don't disagree but I do see it all the time. Although you'd see some of those get 3bet preflop so you can lower their likelihood a bit in his range I think.
