I'd probably still just flat. Getting 4bet sucks (and is more common since he opened UTG) and we don't really mind a few more players with this kind of hand since its nuttiness is high and its floppability is low-medium.

In general, I'm rarely 3betting hands that have medium-high pairs from 99-QQ because they tend towards those same characteristics.

Only if all remaining players are tight. The fact that these cards are 'connected' will do you more harm than good, generally, since you'll only make the low end of straights/2pr/etc. The best value for a hand like this comes from winning without a showdown, so you need that to happen quite often to play them in the first place.
