$3.60 is way too big for a 4bet. $2-$2.50 is good, probably closer to $2.50 since villain is a fish and you will be oop if called.

Shove, Really? I would call to get the fish in the pot, but if Im 3betting, I would fold to a 4b, unless the guy is very very 4bet-happy (which we dont know for 48 hands) cause if we 4bet to $0....

Just make it like $3.60 preflop and hope he shoves. If he calls, on all non A-high flops you shove and on this kind of flop it becomes a bit more tricky without any reads.
