it won't change the rakeback percent but if you have a higer VPIP it will change the amount of time ...

haven't played much NL400 but I would imagine the rules would still apply when a BB 3bets a UTG open... you probably don't want to 4bet with AKo.

I'd probably fold in most cases again...
