I've been playing this guy on three tables, he's just left two. Im up about two BI on him, but it's started going his way.. snapping off my bluffs etc. every time i've 4bet him he's 5bet.

I like c/r'ing the flop to like 42 or so and barreling all turns pretty much.

I think we can get one street of value in this hand pretty easily. Alot of players take the flop check as a greenlight to try and take the pot away, as I'm sure your opponent is probably aware. ...
i'd definitely bet on turn to try to push him off A rag type hands or small-medium pp's...
get value on the turn, flop can go either way, it's up to you. reverse implied odds also on the river if you dont like folding sets. bet bet bet.

I've stacked him recently and can't recall him running any large bluffs ever.

yea, bet the turn, play for stacks. people with $45 do the darndest things.
i'd 4bet a little more since i absolutely hate getting called. $72 as played, bet/call the flop.. the pot is enormous and we've 5outs if we're behind - often we're taking it down on the flop.
