Villain\'s attempt to steal % is the most reliable indicator of his range pf. I would want to see an ATS% of close to 40% from a CO raiser before I would 3-bet with KQo.

I can see where this turn semi-bluff might have merit. If villain has a 3-bet range such as:
99+,AJs+,AJo+ = 60 available combos
13 (~22%) of the available non-diamond ...
Against an unknown I would just call. The worst King he should have here is K9s+,KJo+ or a hand such as 66,33. We are a substantial dog against this range. Of course, he could also have 77,88,99...
