I don't think the call preflop is bad. I think it is a +ev call, even if marginal. You need to fold the flop though. You cannot continue in this hand .
I would fold preflop because the SB seems to be a non-thinking TAG. At a 3 bet of 4% he likely isn't thinking you're raising the fish with a wide range so he should 3 bet you with a higher value...
Small pocket pairs shouldn't really be in his range here on this board. What I was talking about before probably requires some more reads. We need to know he has all these weak hands in his rang...
