I would not 3bet this hand on the BB. On the flop it´s a standard get in. So I would just shove the rest of your stack in instead of flatting, since you are never folding here.
I would just flat, if we raise here we never get called unless he has a flush or QQxx. Even if he has a flush we are not drawing dead with our set. Besides that he also bets really weak on the ...
But if you flat call I would expect him to check some rivers behind. If you raise him on the turn wouldn´t he be a bit confused of what your hand is, since it's such a dry board?
nh imo - sucks if if he has T3 (spike a k!!), but he has Txxx with live kickers a bunch. you're 60/40 against aqjt.

I think you should get it in here. I really doubt that he has a set here. Maybe only 88xx, but most likely he would fold hands like QQxx on the flop. It´s way more likely that he has AQT9 here....
