I understand where my thinking was flawed.
I forgot that the total EV is 1pot. So when villain has a 0 EV call I have a + 1 pot EV.

Villain's range has no impact. If you know villain's range it is trivial to determine what range to bet.

if you have a list of hands that you bet, you can calculate the ev for your whole range. the optimal strategy is the one which has the highest ev for the whole range.
