So you would let a guy 3bet you IP and not play back untill you got a good hand you where willing to call a 5bet shove with ? And then when we do 4bet call we need to assume this guy...

there's $23 left to bet on the river, so if we bet $15 getting raised kinda sucks. Stacks are a bit awkward, which is the only reason i can see for not raising. OTOH, it's also a goo...
His is a stange line so I'd just call on the river. Then I would make a note if he makes small donks then calls with a set etc or if this is a weird pot control line with KJ.
I'd raise the flop. As played I think checking back the turn is the best play. I can't see you getting action from worse hands than yours on the turn.
I think when a caller out of the blinds check raises at these stakes 1 pair is rarely good.
I think you should reraise the flop and all the money should be in by the turn. As played I think a shove (because it might look like you are bluffing with a missed draw) will be called as easil...
