No it's not negligible. You just need to weigh it in preflop not postflop. Many marginal spots become folds preflop
You don't get 45% by betting top pair high kicker and sets only either.
My own flop c bet seems to be 51% and I definitely bet here with any ace, probably KQ and tons of semibluffs ...
