If you supply villains name in your post there is a chance I can help you with some reads. Now I'm just guessing a little.
PREFLOP
Against most players pretty standard. We are going to flop bluff catchers and draws and against a laggy players and 3-handed that is pretty sweet.
FLOP
On this flop he might think that it is hard for you to have a strong hand since you are likely to be 3-betting AJ+ preflop? But I dont really know how you play or how he expects you to be playing.. But once you just call his c-bet your range is capped and he is going to barrel the turn.
TURN
If you call the turn it is either because you expect him to reach the town called Honesty on the river OR to continue bluffing.
When you call your hand looks like A no kicker. If he is aggro you are going to be put under pressure on the river.
RIVER
If he is merging ranges on the river I like a shove. If not I would just call.

I like Improva's comments here, but why shove/call the river? We don't beat much and without some read villain would barrel 3 streets, it's difficult to call.
I don't play these stakes and don't play shorthanded, so I am trying to understand the theory here...

Call: We have a bluff catcher and there is a good chance that we a getting run over here since it is hard for us to have a strong hand.
Shove: If villain know that we might be tempted to bluff catch there is a good chance that he on the river will bet hands that only are ahead of bluff catchers. If we shove there are very very few hands that are snap calling. Lots of dead $$ in the pot so it does not need to work often.
Obv. both are plays you only want to make unless you know that the other player is aggressive with a wide range. 3 handed, 10/20, BvB initial comment from OP is enough context for me.

Nobody ever has anything. It is the inverse of full ring where they always have it. You play the player, his range, his perception of your range, the board texture and the two cards you have. More or less in that order.

If u want to shove a street u should shove the turn. If u call the turn u never have hands in ur range that can shove the river. If u have a strong hand on the turn u would always raise because there are many action killers or scare cards.

Thanks for the comments Improva. I guess this level/short handed is all about dick waving bluffs. Based on that I love this line and I think we have to call the river.
BvB I'm guessing his range is super-wide and he's repping Ax here?
No way am I playing s/handed or these stakes, I'll get fooking owned lolz.
