Combating EXTREMELY loose/passive tables

I found a site where all the microstakes players have a VPIP of at least 60%. It’s rediculous. All my raises are called and suckouts are extremely common. Is there any way to combat this? I’m a pretty competent player used to playing in the regular $0.25/$0.50, $0.50/$1, and sometimes $1/$2 games, but I can’t seem to hold my own in the micros. What’s up with that?
