Last days I have hard time against nitty reg who call 3bets 60% and never 4bet. He's mostly doing this IP, but also OOP. Postflop he doesn't like folding and mostly slowplay. I'm 3betting him depolarized but somehow my kicker is always worst than his or I get into slowplayed overpair or set with my value range. Maybe I'm running bad but:

What would be our adjustment to this kind of a player?

What are his preflop stats? You should be able to have a good idea of his calling range based on opening ranges and how often he calls 3bets.

Yeah, this. A call 3 bet of 60% isn't that high if villain plays like 13/10. A call 3 bet of 60% is very high if villain plays 50/28.

They both have the same 3 bet call%, but there are obviously 2 different strategies for each villain.

So basically just take these ranges times the 60% he calls and this should give you an idea of his calling ranges. Obviously, he's probably playing a little differently in each position, but you should be able to get an idea of what he's doing. So if he's opening 18% and calling 60% of 3bets his range is roughly (.18 * .6) = 10.8% of hands. So maybe something like 77+, ATs+, AJo+, KTs+, QTs+, JTs. T9s, KQo. That's about 10.6% of hands or so. You should be able to figure out what kinds of hands he's calling with, too, if he gets to showdown. For example, he might be calling with all pairs and a lot of SC's more than broadways.

So I'd probably just start with a range of like TT+, AQ+, and KQ in this spot. Maybe throw in a few more pairs and like AJs if you want but there's not really a need to 3bet particularly wide if he's going to get sticky postflop imo. If he for some reason starts to adjust, we should be able to notice quickly.

He's arguably too loose oop so I would 3 bet him alot ip, more for value if he is calling alot. He's certainly not a nit

3bet a tighter range, cbet only for value, balance your check/folding range with a wider C/R range.

Isn't it a mistake that villain calls with small pocket pairs?

Maybe you could tighten up your range a lot and 3 bet to 11 instead. That way you will exploit his broad range - and his SC / PP more if he doesn't adjust. Make it AQ plus and TT plus. That should give you a headstart.

Another thing is that he is extremely passive on the button. He only opens 27 percent. With that in mind you don't have to 3bet him often. Just call with hands like AJ0 and tighten up both your calling and 3bet range. After all he is letting you have your blinds 3/4 so you really should be happy with him and avoid to much postflop action.
