is it ok to assume he raises sets and 2pair on the flop ?
then what does he raise on the turn ?

I've seen fish call w/ hands that the 5 would make 2P but he could also have picked up some equity w/ a FD; possibly some P plus FD and figure his fold equity is decent in this spot.

can a fish raise the turn for protection ? like he has KQ and is afraid for the draws ?

I think this is rarely a draw given how passive he is. It's rarely polarized, often between a surprisingly marginal made hand right on up to the nuts, AJ+.

In fact I had a similar hand today where villain barreled with the equivalent of 99 in this spot. Of course he hit his set on the river and stacked me...

I think if a fish does that, he will be slightly weary and bet smaller, trying to scare you off as cheaply as he can. I think he would more likely do a minbet there w/ that type of hand.

im actually pretty interested in this post as i find myself in similar situations often at 10nl.Whats the general consensus so far? the fish is ahead with 2 pair or better? or most likely a weakish TP hand or pair/FD?

Fold turn. I don't think we can automatically assume he raises sets and 2pr OTF. Fish have random logic for doing things and he could just be waiting for a safe turn. He's probably very rarely raising a worse made hand and we have no reason to think he's raising draws. I usually assume a 32/4 will keep calling with his draws in this spot until shown otherwise.

As a general rule, TPTK is not good enough to call a fish turn raise.
