I'd turbofold this preflop. Guy effectively cold 4-bets vs an UTG open. Now the open and your 3-bet are very small (3bet should def. be bigger). Still, it's a cold 4bet and very few people at 25NL do this with anything but a value-range, against which AQ is not doing great and without the initiative you won't win the pot often if you miss.
As a general rule, if you put so much of your stack in preflop with a broadway, it's because you intend to stack off when you hit TP. If you don't feel comfortable stacking off here, pre is almost certainly a fold

You are now way behind AA, AK, AJ, AT, JJ and TT. The only hands he may have 4bet that you are ahead of are KK and QQ and after you call his flop bet he is not putting in anything more in this pot.
For me as played you have to let this go now.

In general I don't think it's a good idea to 3 bet with AQ from an UTG raise. Decent players have a much tighter range when raising from UTG. Also that psyco behind you doesn't help matters. However, if he likes to squeeze then flat calling with KK, AA and stacking him would be the right play. In this situation depending on how big of a maniac this person is, flat calling or folding I think would be correct.
