SB is 38/0 over very small sample of hands so no read other than hes passive preflop
I called the turn bet hoping the other 2 guys behind would call too and build up a pot that way.

You told me the read was that he was 38/0 for 40 hands.
The check preflop is standard, not much you can do against three opponents with a weak hand. The same principle applies on the flop, there is a flush draw, the board is already paired, and your over card outs aren't good against a seven.
Raise the turn for value/protection. The pot is small so villain will call a bigger raise. I'd raise to 95%-100% pot of $3-$3.20 here, probably pot sized. Villain will call you with worse straights, trips, over pairs, pairs, flush draws, straight draws. If you get 3bet we'll have to deal with it, but you should raise.
You have to put in $18.40 to win a pot that will be $39.20, so you need 47% equity. The guy is very passive so it's unlikely he's bluffing here with a busted draw or turning a weak hand into a bluff. The board is paired and has a four straight so he can't really have an over pair. Trip 7's wouldn't over bet either. He has quads, a full house, or maybe maybe maybe a straight. A straight is much less unlikely to shove here since the board is paired and it's a huge over bet and he is loose-passive, plus weak players generally can't over bet with out a nut hand. I'd fold because you are up against quads/full house here. Good luck, Yojimgari
