This is a hand where villian is playing 32/23 over a sample of 257 hands. He likes to play aggressive when he has initiative , c-betting a lot and betting scare cards on later streets..
He is 3-betting 7% from the blinds and he definitely has a squeeze range and a value range in this spot.
I figure I can play this hand well enough against villian given that i have a little history on how he plays but my main question has whether pre-flop there is more merit to 4 bet and capitalise on dead money or play post flop in position with my 99.......

What would you do if he 5bet shipped after your 4b?

that was the bit that I left out...... Thanks for reminding me...
yeh i will have to fold to a 5 bet.. i can't imagine him being that aggressive with his air....
so i figured if i 4 bet he is only 5 bet shoving with hands that beat me.... but will the times that i 4 bet and he folds compensate for this when i pick up dead $$$????

If villain squeezes a lot, I think 4bet preflop makes a lot of sense.

Vast majority of regs have depolarized squeezing range and 99 is not really good hand against that range even though you're IP.

100bbs I am 4 betting and calling a shove. 200bbs deep I am happy to call and see a flop in position.

I think the hand is played fine.

Why aren't we 3-betting pre? With stack sizes and positions that would be my choice her a vast majority of the time.

Well the original pfr is an unknown and just sat down but buying in for small amount I can assume he isn't a good player. I can 3 bet and either fold or get it in with him pre flop but if.I think he is more likely to call then I prefer to.do this with a hand that I.can play aggressive with on the flop like suited broadways.

I'd never 3b/fold here with 99.

I'd be more likely to flat QJs than 3b it with these stack sizes.
