I would advice you not to 3bet an UTG open that is 14/13 with TT. His UTG range is very tight and in general you are crushed with TT by the range he continues with. It's better to keep some of his weaker hand in. Whats your plan if he 4bets you?
On the flop calling and 3betting are both fine imo. I don't think this player is bluffing that often to make flatting much better then 3betting. when villain c/r I think he is happy to get it in so 3betting is fine. On the other hand, when you just flat the flop, villain will often barrel the turn and you get some extra value from his (semi)bluffs. But given this dry board I prefer to flat.

You don't say how much hands you have on the guy, if you have like 30 hands that doesn't mean he's a nit. Anyway as mentioned I wouldn't 3-bet TT unless i knew he calls a lot of 3-bet oop with like pocket pairs or what not.
As for the flop play, you should definitely call. All the value hands he has, like QQ-AA, JTs, AJ maybe, are not folding if they take this aggressive line on later streets usually. But when he has hands like AQ, KQ he is just going to fold when you shove and you don't give the opportunity to catch on to a pair on the turn or to continue bluffing.

OK, I see that the 3-bet was bad.
In retrospect, I don't know what to put him on given his flop raise. He could have a set of jacks, he may open UTG with any pair but he probably wouldn't stay preflop with deuces. That flop raise doesn't quite fit overcards (AK, AQ), so he may have an overpair or a set of jacks or jacks with ace kicker (AJ is probably stretching his preflop 3-bet calling range). Supposing he wouldn't call my all-in with just a pair, I'm dead if he calls and get no value if I'm ahead. So I'm inclined to think the all-in is inferior to getting more value in subsequent streets.
Am I making silly range assumptions here?

I think you would have gotten more value raising the flop turn and river. The shove on the flop gives your hand away too much. You should work it out as best as possible so most of the chips are in before the river. The shove folds out too many worse hands. All you need to do is get him pot committed before the river.
