Villan seems like a passive fish 46/2/40 over a small sample no relevant reads/history.

Is it better to c/c or shove this river?

We beat 88 99 JJ and some strange 2 pairs, busted draws except 89 and are beat buy a 6, various sets and overpairs.

i think you can bet here. he's not shown any aggression post flop, and given he's so passive (whats his AF btw), this is one of those spots where your never going to know if your beat, until you bet and get it in on the river.

cause if you check, and he pots, your no better off. and you'll end up using his passiveness as a means to potentially fold the best hand.

Why wouldn't you bet the river?

You have the best hand almost always and no indication that villain will bluff when checked to.
