just got that message from moneybookers:
"The recipient's account cannot receive payments at the moment. You may wish to contact the intended recipient for further information."
I'd like to upgrade to monthly subscription.

Unfortunately, we are currently unable to accept Moneybookers. We are working with them to see if we can fix this issue, but so far haven't had any luck working with them.
