only 13hands on villian but stats are 46/0/0.0/3.0 (vpip/pfr/3b/agg)

The villains river raise make no sense to me if he has a 7 given the board texture, I put him a turned flush, rivered fullhouse, maybe TP or complete air. The pot is small also. I really wanted to three this river but would I be wasting bets too often on this board texture against an unknown?

I would like to stove this hand but i am unsure to what starting range to assign to the villain given the sample size.

I'd just call. I wouldn't worry too much about assigning a "starting range" here, just focus on the fact that you know nothing on him other than that he limped from the CO. So he's passive. His most likely hands are 97, 87, AA, 7x, and slowplayed flushes, based on the fact that he open-limped, checked flop, called turn, raised river. You beat something like T7 (8 combos), 76s (1 combo), 76o (you need to weight this one, but total it has 6 combos), but you lose to slowplayed flushes, 87, 97, and AA. It'll be tough to find enough equity to have a clear 3-bet vs. this range, especially if you intend on calling a 4-bet.

you still beat some of his value hands(naked 7s slowplayed a8 a9 a10+ as he doesn't raise) but since he is unknown and passive with all hands pf you should probably call as there are a ton of hand combos he could have here that have you crushed. Im almost never 3b this river with this hand Id consider it with j10 but this hand seems too weak.
