sb villain is bad laggy. He plays like 50/25 over about 1500 hands. I've seen him donk 3! small flushdraws on Ace high boards, x/r bottom pairs, all the usual stuff that probably just seems right to him since it's aggressive. CO plays 35/5 over about 60 hands, with no real specific reads. So...?

Try to focus on betsizing with your future notes. His sizing is likely very relevant here, as well as his donking frequency and the way he plays top pair and monsters.
If I switch to No Limit I will 
(edit: I see the HH doesn't say Limit for some reason, so I'm only teasing)

Seems like a pretty easy raise given your reads. We likely have the best hand against SB and are pretty happy if CO folds a hand like AT.

Yeah? My default a lot of times is to just mash the bet/raise button, especially against someone like SB. But here I was worried about A) the narrowness of CO's opening range, though I realize how small that sample size is..., and B) how well that board smacks CO's opening range even if it misses him (i.e. that he might not fold even for two cold).

I haven't stoved this, but I'm not sold on raising, as CO's
- AT/AQ/QJ+/QQ isn't folding and raising doesn't accomplish much in terms of EV
- J9s, TT- might find an excuse to fold so raising doesn't accomplish much in terms of EV
- A9- is folding and raising doesn't accomplish much in terms of EV. If A9- calls the single bet in this small pot it's a victory for Hero.
Also there's a chance we're beat real bad by the donker so I don't see "pop it" as the ultimate action. Make Hero's hand and the board 2 pips lower and I'd like it a lot more. As dealt, Hero's hand is obviously vulnerable to a couple of overs (but with a decent visibility) and each of those opens some backdoor draws, should a Q or an A land on the turn.

I think CO will/should fold AT/AQ given there's a good possibility SB reopens the action. Maybe I'm wrong and am projecting my play onto CO and CO just always calls in this spot with those hands. Also, I think we like CO to fold hands like Q9s A

If SB wasn't indicating Spewy postflop tendencies, I think calling flop becomes more correct.
