Over aggressive. Check raising w Ace high and double barrelling with a gutshot? Sure he hit a miracle card on the river here, but without that piece of luck he'd have lost anything he bet before the river. Plus, another villain would simply have shoved the turn with a set to protect his hand. And is he really going to call a shove with a gutshot?
We don't know anything about the villain of course, so this is speculative. But if he's tight in the first place then I would think a check raise against his range with Ace high wouldn't be profitable in the long run. Okay if he's loose and cbets all the time then you might be justified check raising him. But when he calls the flop you have to put him on TT+/AJ/KJ or even sets.

The question is what was hero's plan on the river if he didn't hit? If he was just going to x/f then that's burning money and you should just x/f the flop. Also need to know more about villain.

I don't think your point about burning money is correct. If he folds enough OTF to a x/r to make it profitable in isolation then I think x/r flop, x/f turn is a perfectly viable strategy given that his range will be pretty nut-heavy when he continues. Similar logic applies to the turn barrel. It's just a case of doing the maths in each spot. I agree it's bad though if I'm x/raising and then not barrelling into a villain who is stubborn on the flop with a lot of marginal hands.

IIRC my plan was to shove the majority of rivers as I put villain mainly on J-x which I thought he'd lay down to 3 barrels.
I'm interested in what kind of player Villain is and how this brought you to the decision to x/r in that particular spot.
