when you are balanced, you are indifferent to your opponent's reaction. your range nets the same amount if he calls or folds (1PSB).
with particular hands in your range (bluffs and value hands), your EV depends on what you want him to do. if you beat his whole range and you bet PSB, you profit 2PSB if he calls. if you are bluffing, you lose 1PSB if he calls. with your entire range, if you bet an amount that matches up with the number of bluffs and value hands you have, you don't care what he does. this is balance.
it sounds like you are talking about immediate exploitability, like if someone bets PSB and if you fold >50%, he shows a profit right away. is this correct?

thanks terp, but what I want to add is, correct me if I'm wrong, what I was thinking about balance is that for example:
when someone 3-bet's me some amount of the time and I sometimes 4-bet then I need a balanced range here, so that I have, just for example, 2/3 value and 1/3 bluffs so even if he 5-bet bluffs me from time to time I will show a profit so I can don't care what he does, but here bet sizing stays the same, instead of changing the bet size I change the range, so is that also right but from a different perspective? because I think that I was thinking the same you were but you've kind of a shown this from a different angle, right? instead of changing the range, which stays the same here, here you're looking from a point of changing the bet size, yes ?

balance is a lot trickier on earlier streets. even on the river, we simplify it. there is no such easy thing as 2/3 value + 1/3 bluffs, since not all of our value hands will beat all of his calling range. we simplify it to better understand that math that governs poker. in reality, it's a bit more like integral calculus than simple algebra.
as far as your discussion: if he folds to 70% of 3bets, the more important number in calculating the EV for you is your sizing. if you are risking more than 17 to win 7, you are not making an immediate profit. you could, however, still show a profit on later actions. (if the 17:7 math is wrong, someone please jump on me!)
changing your range to 7 value:3 bluffs would just mean you are indifferent to what he does next once you 3bet. balance is about constructing your range in line with the odds you lay your opponent...
