with that info you gave it's kind of hard say, is he a guy that 4bet folds a lot oop/ip? What he can 4b call with? I wouldnt't probably 3bet first place vs btn min raise, we get a good price for set mining and even though he opens 48% otb we can play postflop and turn our hand in to bluff on some boards if we dont
Hit a set. With 3betting we are giving him good price to call it, so unless you're 3betting a lot i wouldnt't be so sure if he 4bet bluffs (11% 4b isn't that much) a lot in this place.

Don't 3bet / 5bet small pocket pairs vs min open. Vs min opens you should have a calling range in the SB and 44 is one of them Smile

your money from 3b/5b small PP comes from Villain 4bet/folding too much while getting it in still having about 30%-40% equity.
so it depends on what hands he is 4betting. when he is opening 48% and 4betting 11% of that that are about 5% of hands and that could be a range of 99+,AQs+,AQo+. so he may not have a 4bet bluffing range and 5betshoving would be hugely -EV.
but if you think he would just call some of the medium pocket pairs to a 3bet and has a big enough 4bet bluffing range it should be fine if Villain opened bigger.

But keep an eye on the BB if he is sqz happy its better to 3bet ~ 6-9. But if he is reaaaaly sqz happy sth like 10+ just call baby pairs pre and shove any PP to his sqz.

this + what improva said

you can't just auto 3b/5b these hands. the fact you made this thread shows that you are not and that you are thinking about it carefully. it will very +ev v some but on the whole ppl are more careful about call/fold/4b v active 3bettors.
