The only reasons I could see to 3bet this hand would be that he either folds to 3bets too often or calls and folds to cbets far too often. We already know he doesn't like folding to 3bets, so without good postflop reads, this seems like a bad idea to 3bet this hand.

Well, obviously the more he calls 3bets OOP the more I'd just widen my 3bet value range from the top. But still, his sample is rather small (he could just have picked up 3 hands in a row and come up with this stats) so I actually think A8o is one of the better hands to 3bet in this spot because it has decent equity if he really likes to defend a lot. That said, I wouldn't 3bet bluff very wide here but if I do, I prefer highcard hands (if I don't go for pure value)

A8o as 3 bet for value seems a bit too optimistic to me against an UTG open.
you say he seems splashy and will call 3 bets with a super wide range... by that logic his range should be weak on any flop and you should cbet at least once.
I'd prefer folding pre flop though especially without a read that villain is playing fit or fold in 3 bet pots.

Fold preflop is EV and will be the best play here.
If we are talking about postflop.
His range is probably wider than Qx. I expect one call from middle pair, so two way bet will kill the rest of his range.
