Pretty tough to say without much reads. With your history do you put a 7 in villains range given he opened pf and called 3b? maybe. I know "min raises" are supposed to mean strength, but I have seen a ton of weak fish bluff min raising cbets. Quite frequent to tell you the truth. fwiw, I make sure to make a note every time I figure out someone does this for strength or as a bluff. Saves/makes you a lot of money.

I think that a 49/22 guy does this with a lot of overpairs and air, so I chip it.

He didn't open. He cold calls my 3b but I do expect him to have some sevens in his range. I shipped it in and he had 22.

oops you're right. it's early and well 3 hours of sleep didn't do me justice. looks like you have a note for this guy. and won't be soon til you have his money playing 22 like he did lol

call and call his turn shove.

I dont' like shipping in here because if he's bluffing w/ two overs, you want him to catch up and keep bluffing at you. If he has a FD/decent over pair, he's not folding to your shove anyway. So why not just flat and let him put the rest of his money in on the turn.

You're going broke with your hand, but calling > shipping. You keep bluffs in his range and you don't really need to protect vs much.
