I would. I think all his A highs call, of which there can be quite a few, especially with that bet sizing.

what does A-high think we floated him on two streets with? K-high? worse?

If this guy can hand-read at all, I don't think anything worse will call. The reason is that you really can't be bluffing in this spot. The exception is maybe A8s as he could think you would bet 8x.

Then again you would think that better hands than yours would bet the river for value against 8x/midpairs, but I see guys show up with TT+ quite a bit here because they are afraid of the Js (even though bet/fold is a far better play)

We can't ever have 9T or QT here given he bets half pot twice? Moreover we don't even have to bet big, I'd probably bet like $8-$10 to try to get him to crying call here with his entire bluff catching range, which for that price I think can include A highs.

I don't know why we'd give him credit for being able to check a better hand to induce a bluff rather than assume he'd bet again with QQ-AA.

Are we even flatting QT and 9T from UTG+1 to a seemingly tight players UTG raise?

T9/QT are only 8 combos (and less if he assumes we don't always call turn and/or bluff river), i don't think that is enough for him to justify c/c the river with A-high when he loses to any pair that called turn given his weak sizing

So what is the worst hand you'd bet for value here? What hands are you ever bluffing with?

Also my opinion is by no means expert, I am a PLO/stud/triple draw kinda guy.

one thing I think we should think of is his betsizing, because I don't think he would bet AA/Jx that way, or do you think I am wrong there?
