Min-raise pre flop if there is a SS left to act.
If you have never seen the SS before he is most likely not a pro-SS.
If he is a pro SS you should have a lot of hands => a reasonable idea about how wide he is 3betting => trivial math problem.

88 is a not a hand you have problems with against shorts. Also, not every SS is equal. Vs some of them shoving 55 here is super standard, vs others it would be a fold.
Like improva has said, this is a math problem, preflop is the easiest street to play, hardly any variables, everything is nice and easy to calculate. Maybe not so easy, but no where near as complex to postflop.
As an adjustment, I'd open 2.5 bb from MP/CO if there is an aggro shorty behind me.

This, and like Improva and SH says it's a math problem, depending on the actual SS-player and what he will do preflop in most cases, combined with postflop sometimes.
