Pot Limit Omaha Poker Forums

Villain is 25/16 over ~20 hands. Flop & turn are standard, based on his sizing it looks like he's on a draw himself trying to buy cheap cards or else "blocking" a bad 2p like T6/J6 hoping not to get raised.
Q9 got there otr, KQ missed, fd missed, some 2p are still present. Would that be a fair assessment of his overall range?
Given his river sizing he has some desperation bluffs/bad 2p (?)/straights. I only have to be good 1/3.5 times & I think I am. Thoughts?

I'm not even contemplating folding here, my only question is can I stick a small raise in and get called by worse very often. I think the answer to that is pretty conclusively "no" so I'd call pretty fast (slightly annoyed villain didn't bet bigger).
