So I am new to PLO but really want to improve.That hand is one of my first plo hands ever so please bear with me.

pre flop: I raised only because it's in late position as a steal, early I would limp in a loose or fold in an aggressive game, is it ok? In the sb I would complete?

flop: wow so much outs ;-) not sure what to do, should I raise and try to get it in or is this spewy?

turn: I hate it, the turn pairs the board so I can't call here.

river: now all is misplayed so I call

no reads on villain but he isn't a loose player

Raising preflop is fine to isolate. On the flop you do not have 'SO MANY' outs. You have a nut flush draw and a gut shot to the dumb end of the straight. Problem with having a bare naked flush draw on that board is even if you hit on turn, it will be hard to get paid off as people who flopped a straight with no flush draw will probably not continue. Since turn didn't hit, its an easy fold at the micros.
