I see something good in every three choice: bet for value, check-call, check-fold.
Vs 61/6 fish, who looks passive, c-folding can be possible, esp. if he pots it.
But without specific reads about his ability to bluff busted crap, c-call seems better.
But maybe you go for thin value here?

Check-decide seems best. I think a v-bet is too thin. If he bets then just evaluate based on what you know about him, his timing and bet size. But since the read is that he's probably loose passive then it will get checked through a lot and he won't make life too difficult.

Given that he is passive, I'd probably X/F given that he'll probably check back with hands we beat, but only call with hands that beat us. I think he even checks back an over-pair like JJ-QQ. I mean, maybe he will bluff a busted draw, but I don't think someone like him will often enough to make a call profitable in the long run. X/C isn't that bad either especially because you can get some valuable info. I would probably X/F because if he did have a straight draw it's not hard for him to have a 9 with it, plus what I said above.
