they villain is 75/25 but only on 23 hands. I've been watching him and he calls a lot of what he is limping w/ so his range could be pretty wide. Gave him 99-77,A2s+,Q9s+,J6s+,T7s+,Q9o+,J6o+,T7o+ on pokerstove after reviewing and KK has 58% EQ there. Thin value all the way and fold to a big raise?

Good to look at equity with stove, this is very good to learn and understand poker. I really recommand you to do a lot of those exercices.

Vs a 75/25, I definitely bet the flop bigger. This is not even thin for value. His preflop range is wide. He calls you with any flush draw (you can give him a ton of flush draws, any SCs, suited one gapper etc.), maybe even backdoor flush draw, any KQ, AJ, AQ, 9x Jx and probably Tx and maybe even Qx. I think you can even make it 0.30-0.35$ here and get paid often enough.

OTT, this is a little bit different, as a lot of his draws got there. Do the same exercice here OTT. If you think you can bet and get called 50% by worse, this is fine to bet. I think that you could bet close to 0.40$ and still get paid with pairs with a FD and straigh draws with a FD. This is probably closer and this is why betting on the lower side might be better here.

On the river there is only the A Heart and Q8Heart that beats you so call.

This fish is going to call with a ton of hands on the flop so I'd probably double your bet size on the flop, anywhere from 3/4 to full pot vs this player type is good for value. Turn card comes and yeah it's a heart but it doesn't hit his two pairs, or pair plus ST8 draws, and he has plenty of other stuff he's calling with so I think you can again bet for value/protection....I'd go for just over 1/2 pot but anywhere form 1/2 to 2/3 pot is fine. On the river I actually think you can bet strong for value w/ K high FD, he's gonna call w/ any 7, any Q, lots of two pairs, and even some worse FD's and vs his player type I'm probably betting 3/4 pot and calling his shove for sure.
