Hi!
If a player has 25% cr stat on flop then how to interpret it? Is it dependent on his call open % stat? His call open stat was 17% from BB and total was 9%, 255 hand sample.

It means that he is not as likely to be a nit. But remember that his range depends on your position, boardtexture and image.. But I think we should assume that he is not a nit if you cbet from a late position. That means that he will have hands like GS and OESD in his range.
