Does a Straddler reduce the number of Big Blinds he is playing with?

Reposted this with different title to ensure that I was not confusing issue:

If a player straddles to $4 in a 1/2 NLHE game, with $80 behind, does he have an effective stack of 40 big blinds, or 20?

I think that Bart Hanson has said that he considers the straddler to now be short stacked in this situation but that few lower limit live players make the adjustments they should to this event (my apologies if I am getting this wrong)

Would you agree with this....

Or has he got a 40 big blind stack, and just put out $4 blind, and go from there?

Every time you ask an either or question ending your post and sign off which, I get confused. Makes me laugh. I remember Bart's episode about this but don't remember what he said. If I had to guess, I would say effective stacks are 40 but may be way wrong.
