Guy UTG makes a habit of straddling, and frequently goes All In if 4 or more folks have limped his straddle.
If he started the pot with $80 on a 1/2 NLHE live table, does he have a 20 SPR? or a SPR of 40?
or does it matter and we should just worry about EV ?
I have heard several different opinions on this. Bart Hanson seems to think the SPR is now 20, but that few lower limit live players recognize this point, and so do not make appropriate adjustments.
Others disagree, and just consider it extra money in pot pre flop.

well it is extra money in the pot (he didn`t see his cards before putting 4$) and SPR = Stack to Pot Ratio, so in this case before anyone else acts his SPR = ~11 (7$ in the pot and he has 76$ left). With every player that puts more money into pot his SPR gets lower and lower (for example if 3 players call his straddle and BB calls then UTG`s SPR would be 3.6 (7$+ 3x4$+2$ = 21$ in the pot and 76$ in UTG`s stack)).

well, maybe a better way of asking is:
Should a straddler with $80 in a 1/2 NLHE game consider himself to have a stack of 40 big blinds left, or consider himself seriously short stacked, with a stack of only 20 left?

He should consider himself short stacked with 20 big blinds left. With a straddle he is increasing stakes.

shuttle, and others,
Yeah, anytime more money goes in pot obviously the SPR changes....
So we agree that the SPR changes.
So, real question becomes: Does a straddler in 1/2 NLHE with $80 have a 20 big blind stack or 40 big blinds?

The correct strategy is more like 20bb but keep in mind that other players aren't necessarily thinking the same.
