assuming no massive icm considerations, yes. totally unexploitable shove. You should be shoving a decent % of hands here

It should be profitable to push, not by a great deal, but it would be a really big mistake not to here as you also need to keep your stack high enough for future fold pressure and even 22 would be well worth the gamble.
You could min-raise call a shove or min-raise and shove any flop but don't raise fold (the standard move is to shove). It is very rare that it makes sense to raise fold with 9bbs, usually only in SB vs BB clashes when you have a good read on the BB or maybe in an extreme icm bubble. In general just assume min-raise fold is a big mistake with only 9bbs.
