Villain - pretty loose recreational player, stats for 40 hands - 27/11/6 with fold to 3bet 50%, 2nd villain - also looks loose-passive
I have pretty aggressive stats with 20/17/7

How many hands do you have on button? What is his fold to cbet and aggression factor?

I would just flat the button and take a flop with that hand. It plays very poorly in general against a raise and call from the SB, even a hand like QJ/J9 is easier to play imo than A-rag. If you raise 3x and get called (like you did), now it's going to be REALLY hard to play OOP. I like that raise with A10o+, 77+, and maybe hands that you really don't want to continue with like QJ/KJ, otherwise flat or even a fold isn't bad.

As it is, If you bet 1200 on the flop and get called the pot is going to be 5000+, so you are setting yourself up for a really spewy 2-barrel if you miss your draw imo, 1700 on the turn is only 1/3 pot, but due to stack sizes it's really hard for you to put more in imo.

It might be better to just shove that flop. You don't really have a stack to be making moves with.

For 40 hands his fold to cbet 50%, AF 2.6

I agree that flat isn't bad option, due to the fact that opps are pretty passive. After some thoughts I think that if I 3x in this spot, I should raise more, and than just give up or c/shove on the flop
