blinds have very tight stats and ive played 40 hands with 4/4 stats

can i shove any 2 here?

i would shove wide here, but probably not this hand. 2 people behind imo its not an atc shove

I think close to ATC are probably +ev compared to folding, but I think stealing might be better against tight players. Also you edge in a 3$ mtt has got to be big enough that you would want to pass small edges even with 15 bb.

I think I would usually minraise 50 - 60% and call A9+ KQ 66, but that obviously depends on villains. Probably only openshoving 22-55 and maybe the weak suited aces. I think shoving the bottom 40% is too small an edge, and with hands that flop well stealing seems better then shoving, which also allows you to induce with the top of your range.
