I think min raising in this spot is terrible.The problem is by minraising you are basically pricing yourself in for a call against a typically wide reshoving range here now that u are heads up.That is the reason why you should shove initially AI with a medium strength hands like this.I think as alternative limp/folding is OK shoving is best and min raising worst option.

If your going to push river, wht not make it 250-280 turn so its not a overbet?

(EDIT: Obv first hand with 66)

Shipping is certainly +$EV. Min raising may indeed be -$EV. It all depends on your estimation of his flatting and reshipping ranges. I would imagine that a loose (but not necessarily aggressive) fish like this would likely have a reasonably powerful reshipping range until I see him start to reship. His flatting range may be very wide, and will include a lot of hands that you will dominate. It is true that he may call all in with inferior hands, but there may not be that many worse hands in his AI calling range and there will probably be a reasonable amount that dominate us.

It is very hard to quantify the expectation of playing the hand post flop as you cant put it in an equity calculator. If we had seen him reship a decent amount before then minraising would definitely be a bad play.

The plan is only to push the river when you hit your straight and the flush doesnt come in. This will only happen about 13% of the time.
