I don't usually play in too many tournaments, and I also don't play too much no limit. I am posting this to see if my thought process was ok here. Oh yeah, 18 players left from around 1500.

Hero raises to t18000, 4 folds, CO calls t18000, 1 fold, SB calls t15000, 1 fold
I raise 99 UTG because I figure the blinds/antes are putting a dent into everyone's stack. Most hands preflop seemed to be raise and take it. I am not necessarily committing my stack. It depends on what the action is behind me and what their stack size is.
CO was more active than most at the table, but not a maniac. When he called I put him on a medium strength hand, something like ATs, KQs, 77. Is this reasonable?
When SB called I put him on something similiar. small pocket pair, suited connector. Again, reasonable?

SB bets t85732 all in, [color=red]Hero ?
Now I really don't think SB has a 7. He would probably go for a checkraise with a 7. So therefore is an allin raise the way to go?
