My read on villain in this hand, his supernova elite but I don't think this is his main game.
Seems to make some basic errors like not betting when ahead, also bets unimproved in lots of 2:2 spots so seems a touch irrational
Also he like to draw rough in the blinds and pat quickly from what I can see and has led in a 1:1 spot and then drew when raised. Not sure if this is because he was betting a draw (as a above) or he broke a weak 9 or something.
In the hand when he 3 bet pre I was not sure if I should be capping and drawing 1 or calling like I did and drawing 2? Since I know he likes to draw somewhat rough although he could just have a premium 1CD in this spot as well

So my logic was on the turn, as he can be leading a rough pat hand to raise and semi bluff here and get him to break a weak 9 or just fold a rough hand. Is this flawed logic?
He does draw so I am assuming he broke a hand (or just bet unimproved not sure tbh), so now would it have been better to stand pat and snow river?
I drew because I still have a good draw underneath which means it was prob wrong to raise semi-bluff turn. Or is it a good thing since we get him to break a pat hand with good equity against my hand and now we both draw and since I have a premium draw it massively increases my equity in the pot?
i.e i felt like my line was inconsistant but it could be a good spot to semi bluff
River well I paired the worst card the pot is not huge so he may well fold if I bet. It's not beyond imagination that I hit on the end, but I felt like I might get looked up very light here given turn action?

I like calling and drawing 2, if i catch the 8 back on the first draw i`ll keep it, unless the guy is tight and drew 1 and is pat now or something like that.
As for the actual hand, barring your read i dont mind the turn raise that much, but youre only hoping that he breaks a 9. Cant imagine even weak opponents breaking off 8s. And against a 9 you have fine equity, but not great. Tbh i probably still just call the turn and peel. He might convince himself to pat weak because you just called and thereby improve your equity, and you can valuebet any 9 or better if he checks the river.
As for the well you kinda summed it up well. You sorta have to bluff because you hit your worst card and are at the bottom of your range and all that good stuff, but most even semi-fish look you up pretty light here, even without history.

I call and draw 2 predraw unless I know villain can show up with 2 card draws.
As played, reraising this hand on the turn is pretty spewy. If your making this play with just unimproved 1-c draws, your just going to be semi-bluffing way too much and villain can 3-bet pat the **** out of you and you just end up putting in a bunch of extra bets bad. As played, you should probably pat and snow the river.
Save this play for when you make a hand like T6432. That way you'll have a hand to pat if he breaks, you won't be overly using the play, and you still have a hand to break and draw at if you get 3-bet.

in which case it's likely he's also the type to keep betting one-card seven draws unimproved. You see this a lot from bad/fishy players and it gives you a lot of useful info about their hand.
Best to just call the turn bet - you've got such a good draw and I doubt he's folding much to your raise.
Bluffing the river is good even if (as you say) you'll get called fairly wide.
