Im not sure of this river check. It's a very bad card for sure, but I think he is calling you with two pairs (but probably checking them if you check). And when you check and he decides to bet I think he is always winning half the pot at least, so I'm not sure.
I have another question: if you were your opponent here and you had 2456 (i.e. the nut low but absolutely nothing for high) and the big blind bet instead of checking... is there merit to a raise or it's better to call? Obv a raise sucks because you are getting 3bet and get quartered a nonzero %, but on the other hand it can be good for balance or make you more difficult to play against, no?

With the wheel on table 2 could you consider CR or leading on blank turns as our equity has improved vs any range you give him? Or do you just put his range as A4, A4+spades/2pair, 46 so we're just getting freerolled so often that its not worth it?
Would you play this hand differently if the K was a 3 or 2 (so had 2 pair + straight)?

I think once the 4 bets go in on that flop it is clear I have A4 and there is a good chance he is freerolling me with the spades or some sort of 2 pair hand.
If I had strong 2 pair + wheel I would consider c/r'ing the turn but even then I think I can call and c/r when I boat up on the river.

When we have the nut low, when are we jamming? Is it simple as 3 way- play it passive, 4 way-Jam?
It just seems in this spot, we would have heard from another nut low on the turn, so on the river they are more likely to both have high hands.

I'm going to side with you here Keith. In general when we've just got the nut low and the action goes as it does in this hand on the river I'm just calling. But the BB's line really screams like a hi hand that is tagging along regrettably and the raise on the river 3 looks like he's improved to a full house.
In general you just want some sort of hi hand to go along with your nut low when you jam. Making it 4 ways doesn't always make it correct because you can get worse than quartered. Putting together the street by street action (which I seemed to fail to do here) is going to be way more beneficial. Also, a lot of players in these games do like to jam late so it's something to keep in mind.
