2-7 TD: Pat or Draw in position

Villain is basically an unknown to me. He's not playing great by any means and I fully expect him to be playing his cards alone and not even pay attention to my patting tendencies.

If we assume he's almost never going to bluff into me on the river or pull of some type of C/R snow, both of which I think are true. Do you like patting 2nd with the 98532? or do you draw again? Does this change if you have 97432?

If we were to continue drawing it would be for implied odds, which we would go for vs a player who we know will spew against us with a wide range, so with your assumptions on villain this seems fine.

Given your read, patting 98 in position seems fine. With 97432 I'd probably peel again hoping to win a lot of $$$$ when you hit #1 or #2 and he hits his inferior hand. And when you pair up twice you can start shouting all sorts of obscenities as you see fit.
