This seems like a pretty straightforward PLO situation (except for the overbet possibility). He isn't repping a ton of strength on the turn and if he was strong (straight w/ or w/o redraws) he probably would've bet more. His bet on the turn looks sort of like a weaker "extract value from I don't know what" sort of bet that hopes you have a hand like AAxx, I think.

Because your hand looks really weird and you don't rep much, I probably go ahead and bet/fold here. Something like 2/3 pot should do it. I expect him to basically only raise better full houses and call with a lot of straights, flushes, and potentially 77xx/99xx if he somehow gets to the river like this. I don't really know much about tournament considerations though...it might be a check/call if we are more concerned about protecting our chips or not bleeding them away on bet/fold spots. I think we might value own ourselves when he has K7/K9 but I think if we were going to check call and he had an overfull he would probably bet a bit bigger than we were going to on the river anyway.
