Disregarding postflop tendencies, let's say a player opens from btn about 45%, fold to 3bet about 65%, 4bet range about 3% (of course it should be wider on the btn). What would be optimal calling and 3 betting range from SB(assuming BB is not squeeze happy) and BB? How do we adjust if BTN opening range is increased to 60%? How much of your previously folding range becomes calling/3betting range? How do we distribute them into calling and 3 betting range?

Also, when I look at my stats, I am losing money when I call from the blinds. It is harder to fight back without the initiative and position especially on dry flops. Raising cbet OOP is quite expensive as it is and also in terms of being able to see free river cards as opposed to being IP. Also, you are likely to make more mistakes OOP than IP. Any advices?

You can't disregard postflop tendecies, and also not ignore that poker is a dynamic game. Ranges are not static. If someone folds 65% you could 3bet any two cards if you don't 3bet too big and be profitable. But I bet that against most players you would soon start to give away a lot of $.

Of course, postflop tendency is important if not more than preflop but my intention was to simplify the situation. I would like to know how to estimate optimal range of hands that I need to play to defend my blinds profitably. Once I have this range, then I can adapt to different variables such as dynamics, postflop tendencies in single raised pot and 3 bet pot,

Short answer: EV
Long answer: you're asking how to solve poker so it's too complicated to explain.

Only thing that matters is EV. Only reason to do anything is because it's the highest EV play so only reason you'd call a hand instead of 3bet or fold is because you think calling has the highest EV.

How to figure out if calling is higher EV than 3betting or folding? Things that affect EV are pot equity(need estimation on villain's range) and the line you take (need estimation on villain's tendencies). It's impossible to just figure out optimal ranges without taking into account postflop because the hand doesn't end there so EV calculation is not complete.
