Villain is 19/16/2.4. I don't think he has a particularly wide range to call my open but this is early in the session and I don't remember anything about him.

That river looks like a c/f to me because there are so many 1pair type hands that he'll fold to a bet, yet check behind with. He can also have sets and better 2 pairs. OTOH, when I check that river I'm likely folding everything I have so he could turn his pairs into bluffs, making this a c/c? I was confused so I decided to b/f small, since it's early in the session I didn't think he'd abuse it by shoving his weak hands. Any thoughts?

i think i would prefer to check the turn. it would kinda look like a cbet then a well shit kinda play. then we could x/r or just c/c depending on how you decide what will be most profitable on the river.

I'd bet slightly bigger on all streets. Def prefer to bet bet bet in this situation, especially w/o much history w/the guy. Nobody is folding top pair and if they are let them make the tough decision, don't just assume he's going to make the right play or do something optimally and let him off the hook. As played def fold the river, he's rarely going to have anything other than a set or QTcc or at the worst KJ.

if you dont have good reads, and are considering bet/folding this river, you should absolutely bet more than 45% of the pot, b/c that can definitely induce him to turn hands into bluffs since you look like you are making a thin bet

i hate to be a hudbut but maybe 5% of nits at 2/4 can bluff like this, and the ones that can stand out pretty quickly
i think the bet sizing is fine on the flop and turn but river you just decided to play pretty exploitively without thinking it through. WTSD is pretty useful here - i'd either bet larger against stationy types or just c/f
