If you think he's 3betting so often here that you can call with trash like A9o preflop, I would just ship it pre. That's going to safe you a lot of postflop trouble and it for sure +ev.

You have SD value vs a very wide range that includes a ton of bluffs. I dont see why you're turning it into a bluff. I would fold pre, but I like post-flop until the river where I would just call. Personally, I dont like to bluff players that are a lot better than me in 'obvious' spots...thats up to you though and has more to do with personal history.

i agree with previous posts your shove on the river seems odd. You have loads of showdown value plus what are you trying to represent? If i was him i would be thinking "you dont have a flush as you would bet the flop and youre not likely calling my 3 bet pre with a 7" Basically what are you trying to get him to fold here? 1010?

Also calling a 3 bet with a9 off is generally not advisable unless you have a clear plan for what you will do on the flop. If your only going to bet or call when an ace or 9 flops against an aggro opponent he will just take the pot away from you far too often. Plus what if you do hit an ace? Are you putting your stack in with it. I would only call with a9 if i had a good idea about what i was going to do on the flop if i missed (i.e. make a move). A small 4 bet pre is not a terrible play (effectively as a bluff)- it doesnt matter how good he is in my experience nobody likes getting 4 bet pre. If he 5 bets its prob a fold and you are unlucky if he calls and you hit an ace or 9 high flop play it very aggress and hope hes not trapping you. If you miss put a half pot bet in on the flop - if he pushes fold.
Just make sure when you have a nut hand you min 4 bet him as well.

@ riverplay wanted him to fold: TT JJ QQ KT KJ KQ? AK?
at the time i thought he would fold any king because he should see me as a weak player
and weak players dont bluff in this spot.

lol why would he fold a king?
seems utterly ridiculous to me.

You never have 99,AA or a 7 as you bet flop with those and the only thing he is worried about is KK, and if he has a K that 1 combo of KK for you to have!

check/fold river or check/call it.

Not only that if he thinks you are a weak player he might think you saw the flush and went spastic....

you aren't repping a single hand

Although the line is awful, I don't agree this is true. Even fairly conventional players can play the NFD this way, and possibly 77 or 7x, given that villain in the hand rarely has a flush here himself and has far less reason to have a 7 in his own range.
