Only 18 hands on this opponent, is this too wimpy?

On this hand, over 146 hands, villain's stats show
26vp, 21pfr, and a 3-bet % of 13. I think the first two hands were ok to lay down, because they are pretty unknown to me, but here it looks like this guy 3-bets rather wide, and I have position, I don't know if it is necessarily an obvious decision?:

I have recently been playing 50 nl, with which I am relatively inexperienced, and these marginal 3 bet situations seem more common than at 25 nl vs opponents who are rather skillful, and have kind of wide 3 bet ranges?

In the above hand the button showed 99. Am I just too nitty in these spots? On merge, it seems the players really dont fold much in marginal spots, and the notion of trying to just blow someone off of a hand like nines seems kind of spazzy- I see people call big bets with crappy hands over and over, how can I just assume I have any fold equity at all?

This is the kind of thing I was talking about, how can I even think about 4- bet bluffs after seeing this:

It just seems like balancing my range with "bluffs" is kind of tricky, with stuff like this. Although, I realize that my fold to 3-bet is probably too high, and I feel like some of the good loose- aggressives
are taking advantage of me folding too much?
